I find 3e's Lords of Darkness to have a few sweet spots useful for crafting villainously-inspired Realmslore also. Well worth checking out -- especially if Cloak & Dagger isn't an option one can access easily.

Wait... you said 'fan-fic'.
Are these supposed to be stories? I had thought it was going to more along the lines of the CKC (which was similar to the Volo's Guides - a perfect blend of story and useful game bits).
If so, I have the perfect piece for this (something I had considered for When the Villains come home, but there was no 'open call' for that anthology). The only thing I ask is that it be split in two, with the first part near the beginning of the Loremaster's Guide, and the second half near the end. It really only works that way - it could be told as one tale, but the conclusion won't have the same impact I am looking for.
Its a good frame story, and it begins in the 3e era, and ends in the 4e era (each half being only a couple of pages in that era). Its kind of a "time is NOT on your side" thing.
EDIT: Just re-read this, and realized my intent could be misconstrued. This isn't an 'anti-4e piece'. If anything it ties everything together, and gives a glimpse of the differences between the two eras through the eyes of a single character.

all I sent in was an item... which isnt evil per say, but it was created by evil doers with evil intent and even using 4e rules it can be used with evil intent....
so it makes it evil.....
